specs on lower belly

I just noticed that Lulu these strange specs on her lower belly.  It kind of looks like paprika or pepper was sprinkled on her lower belly (of course we didn't do that :0  ) .  Have no idea what it could be.  Have any of your shorkies had anything like this??

Sounds like a rash of some sort. maybe a contact allergy or puppy pimples. Is it Itchy?? Rub some soothing cream like Aloveen Conditioner, Neotopic or even sorborlene cream might help.
Otherwise - you sure LuLu hsn't been into the herbs and spices...lol

sorry but that sounds like it could be fleas.  They leg eggs that look like dark little pepper specs.  At least that is what I remember from my childhood when my little dog, Barkley became infested one summer.
